                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF RIVERFRONT PARKWAY MORE
                   PARTICULARLY DESCRIBED HEREIN ON SATURDAY,
                   NOVEMBER 3, 1990 WITH SATURDAY, DECEMBER 1,
                   1990 AS THE RAINOUT DATE FOR THE
                   PRESENTATION OF "THE CHATTANOOGA CHILI
                   COOK-OFF" UNDER THE SPONSORSHIP OF THE
                   CHATTANOOGA JAYCEES AND THE SPECIAL
                   OLYMPICS.

                 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of Riverfront Parkway between Chestnut Street
       and River Street on Saturday, November 3, 1990 from 9:00 a.m. to
       11:00 p.m. with Saturday, December 1, 1990 as the rainout date 
for
       the presentation of "The Chattanooga Chili Cook-off" under the
       sponsorship of the Chattanooga Jaycees and the Special Olympics
       provided that the sponsors shall set out and pick up all flasher
       barricades and traffic signs in accordance with the traffic
       control plan attached hereto and shall provide, at all times, an
       access lane for fire and other emergency vehicles.
